On February 28, 2025, the U.S. Coast Guard intercepted a 20-foot “panga-style” boat approximately three nautical miles off the coast of Aguadilla, Puerto Rico. The vessel contained five individuals: two Russian nationals—a man and a woman—and three men from the Dominican Republic. One of the Dominican migrants had a prior criminal record in the United States and was charged with attempted illegal re-entry. The Russians and two other Dominican nationals were handed over to U.S. Immigration and Customs Enforcement (ICE) for further investigation and removal proceedings.
This incident highlights a broader trend of increased maritime migration attempts to the U.S. Coast Guard District 11 reported approximately two migrant vessel encounters per day over the past 90 days off the San Diego coast, with individuals from countries including China, Russia, Uzbekistan, and Pakistan. This surge is attributed to enhanced land border security measures, prompting smugglers to explore maritime routes.
In response to these developments, the Coast Guard has intensified its patrols and operations. Coast Guard Cutter Joseph Tezanos, involved in the Aguadilla interception, played a crucial role in deterring unauthorized sea journeys. Commander Matthew Romano of Coast Guard Sector San Juan emphasized that individuals attempting unlawful sea voyages will be interdicted and repatriated, with repeat offenders facing potential criminal prosecution. He advised, “Don’t take to the sea.”
These measures align with the Trump administration’s policies aimed at enhancing border security and curbing illegal immigration. The administration has initiated “alien expulsion flight operations” across California and Texas, which include intercepting boats carrying illegal migrants and facilitating their removal from the U.S. For instance, the Coast Guard recently intercepted a boat with nine illegal migrants off the coast of San Diego; the vessel began sinking post-interception, but all aboard were rescued and handed over to U.S. Customs and Border Protection.
These coordinated efforts underscore the U.S. government’s commitment to securing its borders and addressing the challenges posed by unauthorized maritime migration.
